Organizational
Functionaries
The Central President, who is assist by the Central Vice
President, Heads the Bhutan Peoples’ Party. There are two
General Secretaries to steer and lead different other sections
and secretaries. There are six distinct policymaking and
planning committees’ viz. Disciplinary committee, Advisory
Board, Central Committee, Central Working Committee,
parliamentary committee and the General Assembly. There are six
other sections and organs headed by a secretary viz. secretary
administration, secretary press and publicity, secretary
finance, secretary Health & education, secretary sports and
culture, secretary social welfare and secretary external
relation. The Central President, the vice president, the general
secretaries and all other secretaries are forming the Central
Working Committee (CWC). The central committee, which consists
of 31 members, provides the full quorum to the party. Under the
finance committee are account keeper and treasurer. The district
committee functions under the district president and vice
president.
All the heads of the organization are responsible to the Central
Committee. However, the Central President is put under the
constitutional guidelines and framework of the organization.
While functioning or coordinating the work of the Party, the
different organs of the organization work upholding the
principles and constitutional norms and guidelines of the Party.
In order to maintain the smooth coordination and functioning,
the party has an elected link maintainer from every district
called the District President. The party endeavors to look
after the welfare of every individual in general without any
discrimination and designs its activities in lieu of the
enshrined aims and objectives.
Duties and responsibilities of different section
Central President
-
Preside over the meetings of Central Committee (CC) &
Central Working committees (CWC).
-
Represent the association in various national and
international programs or do the needful to this effect.

Carry out those functions that require immediate redress and
present their reports in the CC for approval.

Supervise, urge and regular the implementation of various
decisions passed by the CC, CWC & the General Assembly.
-
Work
in close confidence with the CC members in general and CWC
members in particular.
-
Present proposals in the CC & CWC meetings for their
discussion, debate and approval.

The
Central President summons the meetings of the CWC and CC.
-
Evaluate, supervise and direct the members to achieve the
goals and objectives of the Party.
-
Appoint required office bearers to the Central Office or
reshuffle them in close confidence with the CWC.

Cast
vote in case of a tie.
-
The
President can delegate his/her authority to any senior
executive temporarily.
-
Cary
out all other functions provided in the constitution and
these guidelines in the best interest of the Party.
Central Vice president
-
Perform the functions and duties in the absence, subject to
the directions of the Central President.

Work
as Acting President of the party in the event of vacancy
created in the office of the president due to any reasons
including that of resignation.

The
Vice President is automatically an acting president in case
of long vacancy.

The
new president must be elected within six moths from the date
of vacancy.
General Secretary
-
Implement the decisions passed at the CC,
CWC, the General Assembly and other committees.

Look
after the secretariat summon the meetings of the CC and CWC
with the Central President's order, present the proposals
and notify the executive and Cc members about agenda of the
proposed meetings.

Assists the President in carrying out his/her duties and
functions and inform him/her about important matters
pertinent thereto.

Keep
all the records of the CC, CWC and the General Assembly.

Verify the decisions made by the General Assembly. CC and
CWC.
-
Depute representatives and delegation with CWC order.
-
Prepare the present proposal and reports in the CC, CWC and
General Assembly.

Carry out all other functions given by the constitution and
these guidelines in the best interest of the party.
Advisory Board
·
There shall be five members Advisory
Board consisting of prominent intellectuals and elder citizens,
who shall render valuable suggestions and advice to the Bhutan
Peoples' Party as and when necessary.
·
The Central President in consultation
with the CC shall nominate the members in the Advisory Board
from among the senior and recognised Bhutanese citizens.
· The Central President shall convene
the meeting of the Advisory Board, as and when required.
·
The Central President should present
the outcome of the Advisory Board Meeting to the CC for further
deliberation within 10 days of convening the meeting.
Frequency of Meeting
·
The Bhutan peoples' party CC meeting
shall be held at least once in two months.
·
The CWC meeting shall be held at
least once in every month.
·
In the event of the emergency, the
Central President may convene the CC and CWC meetings, which
shall have to be ratified by the formal ensuing CC meeting.
Organization Division
·
Organisation of activities and
programmes of the party.
·
Making and seeking appointments for
the party
·
Preparing agenda and calling meeting.
·
Planning and implementing
organization strengthening activities or the activities based on
objects of party.
·
Records keeping and maintenance.
·
Censoring needs.
Press & Publicity Division.
·
Keep record of the deliberations of
the CC and CWC meetings.
·
Keep records of the published
articles and events.
·
Make press release of the party with
the approval of the CWC/President.
·
Publish monthly/yearly bulletin of
the party.
·
Publish necessary pamphlets,
manifesto and newsletters of the party from time to time in
close cooperation with the CWC.
·
Perform such other function provided
in the constitution and these guidelines.
Finance division
·
Manage the required financial sources
for the party.
·
Keep the records of the financial
status of the party and maintain financial transparency.
· Open and operate bank account in the
name of party subject to the approval of the CC.
· Collect and manage funds received as
membership fee, renewal fee, and monthly/yearly fee, donation
and contributions made by any well-wishers or donors.
· Disburse the requisite find to
different departments, or office bearers for the smooth
functioning of the central office or for any purpose in the
interest of the party.
·
Inform the CC quarterly about the
financial status of the party.
· Regulate and control fund collection
drive and keep records of slip, receipts etc within proper
filing system.
External Division.
·
International correspondence.
·
Advocacy on the refugee issue.
·
Work to build solidarity and mutual
co-operation among regional and international organizations.
·
Advocacy on education provided to the
Bhutanese children inside the country and exile.
·
Making and maintaining international
links and relationships.
· Work with the press and publicity
division to educate the civil society of the progress and
developments.
· Participate in the planning,
decision-making and implementing process with party division.
·
Prepare and present proposals and
reports in the CC, CWC and the General Assembly.
·
Keeping records of the development
and progress of the external section.
·
Carry out all other functions given
by the constitution and these guidelines in the interest of the
party.
Sports & Cultural division
·
Observation of the developing sports
& cultures in the community and prepare reports and articles.
· Participate in the planning,
decision- making and implementing process with party division.
·
Bring in light the cultural heritage
and national identities to be protected and preserved.
·
Plan and implement with the party
division the activities to check or discourage the emerging bad
cultures.
·
Keeping records of the development
and progress in the cultural field.
·
Organizing sports to enhance social
integration.
·
Carry out all other functions given
by the constitution and these guidelines in the interest of the
party.
Health & Education
·
Works to combat all form of racism,
health hazard, drugs abuses, biases, gender discriminations,
degradation of national environment, discrimination in education
and society on ground of race, culture ethnicity, political
opinion, economic status and religion.
·
Works to facilitate development of
leadership role among members and to promote active
participation of women in the politic, health, teaching
profession, organization and in the civil society.
· Works to safeguard and promote the
professional freedom of citizens and persuade participation in
formulation and implementation of educational policies.
· Works to maintain sound discipline
for the socially healthy environment.
·
Plans and implementation the
activities and programs that contribute towards the promotion
and preservation of good health and environment.
·
Works to standardize the health &
education of the society.
·
Works to fight for the welfare and
justice in the society.
·
Keeping records of the development
and progress of the division.
·
Carry out all other functions given
by the constitution and these guidelines in the interest of the
party.
